Max wonders why the Defense Protection Act hasn’t been enacted for the COVID-19 outbreak. NYC needs gloves. OH has a factory but they don’t have latex. A PA condom company has latex. The DPA would allow the govt to buy the latex, use military logistics to deliver the latex, then ship the gloves to NYC.
